The Concept of Open Educational Resources as Instrument for Implementing Lifelong Learning Strategies at Higher and Further Education Institutions

While implementing Lifelong Learning strategies in Higher and Further Education, usually acknowledgement of prior knowledge of students and recognition of individual learning paths are regarded as the most important challenges. Although ICT enhanced learning slowly gains ground, the supportive role of open educational resources, in particular digital online learning and teaching material, in this process has not been widely recognised. This article introduces the concept of open educational resources, discusses its value for LLL strategies in Higher and Further Education Institutions and highlights some pending problems (didactical / technical / licensing / access) and emerging research questions.
