KoDRM-AT – Concept study for the implementation of a national mobility data space in Austria
The R&D service KoDRM.AT addresses the tender priority 3.1.1 National Mobility Data Space and develops legal, organizational and technical concepts and implementation steps on how mobility data can be shared in the future within the framework of a national mobility data space, taking into account European standards and national structures.

With the European Data Strategy, the European Commission aims at establishing a common European Data Market for strengthening the European competitiveness as well as data sovereignty (Data Governance and Data Act). Data Spaces are intended to foster availability and usage of data in economy and society while at the same time individuals and enterprises are enabled to keep control over their data.
For specifying and implementing data space concepts, several European initiatives have been started (e.g. Data Spaces Support Centre, International Data Spaces Association (IDSA), Gaia-X). In the field of mobility, relevant initiatives are PrepDSpace4Mobility, Mobility Data Space, Gaia-X 4 Future Mobility, Mobilithek, EONA-X or NaDIM.
In Austria, over the last 15 years, several mobility data initiatives have been implemented. Among others, these are GIP.AT, Public Transport Data Collection System (DASS), EVIS.AT road data hub, Austrian Multimodal Journey Planner (VAO), content portals of ASFINAG, ÖBB, Austrian Mobility Associations, ORF and ÖAMTC, national access point mobilitaetsdaten.gv.at as well as several public and private data offerings. However, so far, legal, organisational and technical foundations for establishing an Austrian National Mobility Data Space are missing. This gap is addressed by the Digital Transformation in Mobility Call 2022, focus area 3.1.1 National Mobility Data Space of the Austrian Federal Ministry for Climate Action, Environment, Energy, Mobility, Innovation and Technology.
With KoDRM-AT – Concept Study for an Austrian Mobility Data Space, relevant actors of the Austrian mobility data landscape (ASFINAG, ÖBB, Austrian Mobility Associations, ORF, ÖAMTC), coordinated by Salzburg Research and supported by quintessenz, Saxinger, Chalupsky & Partner Rechtsanwälte and Fraunhofer IVI have joined forces to develop legal, organisational and technical concepts and concrete implementation steps for a National Mobility Data Space. The study aims at answering pertinent questions on mobility data sharing in the context of European and national data sharing frameworks. In a broad stakeholder dialogue involving the contracting body and relevant mobility data providers and consumers, common objectives and concrete data sharing use cases and their specific requirements are specified. Based on these requirements, the study proposes legal, organisational and technical implementation concepts and a detailed implementation roadmap for fostering an immediate adoption as contribution to the Austrian Mobility Masterplan 2030.
